Over 5,000 Bureau of Ocean Energy Management (BOEM) Environmental Studies are available on GovInfo, including studies back to 1974. BOEM's Environmental Studies Program (ESP), mandated by the Outer Continental Shelf Lands Act in 1978 (43 U.S.C. 1346), provides scientific research regarding offshore energy and marine mineral exploration, development, and production activities impact's on human, marine, and coastal environments. These studies are utilized to inform policy decisions on the development of energy and mineral resources on the U.S. Outer Continental Shelf (OCS).
