File Download Indicators, Related Documents for Federal Register Docket ID Number, Content Details Web Framework Migration

The September 2025 GovInfo release was comprised of 104 individually tracked system changes. Highlights included new display features for download notifications; a new related documents use case for the Federal Register using Docket ID Number; progress on Content Details page migration to a more supported web application framework; and continued migration of collection browse pages. Eight collections were migrated to the new framework in this release—the U.S. Code, Government Manual, Federal Register, Congressional Directory, Compilations of Presidential Documents, Congressional Record Index, Privacy Act Issuances, and GAO Reports and Comptroller General Decisions. Other changes included numerous enhancements to the internal content management system and XML metadata editor to improve navigation, processing, and other content management functions that take place prior to publication on the public site. The team also worked on design improvements, collection and system enhancements, and bug fixes.


New Content: Approximately 75,000 content packages (roughly equivalent to one bound printed document) were made available from July 1 to September 30. Notable submissions included the publications below, and so much more:

Feature Articles: GPO published eight feature articles from July 1 to September 30. These included articles featuring the launch of the new United States Reports collection that contains U.S. Supreme Court opinions and decisions and articles showcasing National History Day for 2025-2026 and National Preparedness Month. There were also articles commemorating the 35th Anniversary of the Americans with Disabilities Act, Purple Heart Day, Labor Day, the 24th anniversary of September 11, and finally, the June 2025 Release Notes and this issue of the September 2025 Release Notes for GovInfo.


File Download Indicators on Buttons, Auto Download Tool Tip, and File Download Notification: For this release, the team incorporated multiple enhancements to the user interface to help users know when they click on a large file that will be automatically downloaded to their local device for viewing. This builds on the previous release's file size information transparency measures.

The new features include a download icon on the file format buttons when that action is going to be fired, a hover tooltip displaying the file format’s size, and a notification window that pops up to communicate to users that a download is in progress. These changes were implemented based on feedback to enhance the experience of working with GovInfo documents.

Typically, these features are evident whenever a file size is over 250 megabytes. Currently, search results and other pages migrated to the new web application framework will have these features, with all pages expected to eventually function like this.

Related Documents for Federal Registers Sharing Docket ID Number: An exciting new use case for GovInfo’s Related Documents functionality was developed in this release that links Federal Register documents to other Federal Register documents sharing a Docket ID Number. A Docket ID Number is an identifier assigned to documents by issuing agencies. It serves as a formal tracking number connecting regulatory information through its lifecycle – from proposed rulemaking, public commenting, final rulemaking, and all the steps in between. The linked Federal Register documents will now appear on applicable Content Details pages from the “Related Documents” tab.

Below is an example for the Notice of Proposed Rulemaking and Final Rule for the “Electronic Payment of Royalties Using Pay.gov” Federal Register documents linked by Docket ID.

Content Details Page Modernization and Web Application Framework Migration: The team has been hard at work continuing the migration to a new web application framework, with this release kicking off the migration of the Content Details pages. The latest rendering of details pages will result in faster load times for users, improve access to the content for search engines, and make it easier to maintain going forward. For this release, the following collections’ Content Details pages were migrated: Budget of the United States Government, Congressional Calendars, Congressional Documents, Statute Compilations, Coastal Zone Information Center, Education Reports from ERIC, GAO Reports and Comptroller General Decisions, and Privacy Act Issuances collections.

For Content Details pages that have been migrated to the new framework, you will see some of the same style improvements incorporated into the new browse pages, as well as the file size information and download notifications mentioned above. The migration supports consistency, easier maintainability, and more streamlined future system enhancements.

Also, for this release, the following collection browse pages were migrated: U.S. Code, Government Manual, Federal Register, Congressional Directory, Compilations of Presidential Documents, Congressional Record Index, Privacy Act Issuances, and GAO Reports and Comptroller General Decisions.



Additional Enhancements:

  • Addressed stakeholder feedback on the United States Reports collection data and citation search that was received after the previous release.
  • Adjusted the limits for United States Reports fields and navigators.
  • Expanded submission validation for PDF corruption, password protection, and digital signatures within additional collections.
  • Updated internal and external components to support upcoming, newly digitized Congressional hearings.
  • Modified the Congressional Hearings collection chamber parsing logic.
  • Modified the curated content search results teaser text length to support optimal usability.
  • Modified parsing for the Congressional Record collection to include resolution number and title in the parsed granules’ titles.
  • Fixed the Congressional Record collection parser to support exceptions occurring with older packages.
  • Supported changes to handle different casing variations of Congress member names in the Congressional Record collection for granules with speaking members (e.g., De La Cruz).
  • Improved Congressional Record sub-granule creation processes for House Amendment granules.
  • Resolved an issue with node expansion and sorting for the Bound Congressional Record browse.
  • Added a new workflow for approving “accessId” changes when content is reprocessed from the Congressional Hearings or Miscellaneous Government Publication collections.
  • Improved preprocessing of CSV metadata to XML for standard references within the Miscellaneous Government Publications collection.
  • Upgraded the internal content management system’s format identification tool (DROID).
  • Upgraded a PDF tool (iText).
  • Improved navigation for the internal submission package metadata editing tool.
  • Implemented changes to support alternative workflows for Congressional Directory data.
  • Updated the Committee parser to use authority files with a new authority code format.
  • Performed parser refactoring for the Congressional Record Index, Congressional Directory, Compilation of Presidential Documents, History of Bills, GAO Reports and Comptroller General Decisions, and Government Manual collections.
  • Made a change to support handling dates before 1776 in the Congress parser.
  • Updated U.S. Statutes at Large Content Details pages to include additional popular names for legislation.
  • Implemented changes to Processor component to support new content delivery methods.
  • Improved extraction of Daily Compilations of Presidential Documents’ notes metadata.
  • Updated the United States Code metadata and internal XML metadata editor to include “title” in granuleClass element.
  • Updated the U.S. Statutes at Large metadata transfors and added attributes for “pdffile” and “pdfsize” to metadata.
  • Resolved an issue to ensure that the public API Related Service does not return BILLSTATUS relationships for BILLS before the 108th Congress.
  • Fixed an issue with the Publisher component related to manual publishing and graphics files.
  • Implemented routine updates to the GovInfo resource and authority files.
  • Implemented enhancements to automated testing to account for new functionality.
  • Made various updates to the internal XML metadata editor and content management system.
  • Performed updates related to web application content delivery and other web services.
  • Performed various software and security upgrades on multiple internal and external components.
