Annual Reports Derived Collection, America's 250th Anniversary, Prototype XHTML in Bills Collection for Browser XSLT Deprecation

The June 2026 GovInfo release included 106 individually tracked changes. Highlighted features included a new Annual Reports derived collection which enables search and browse functionality for agency annual reports that are published in various collections such as the Congressional Serial Set collection and the Congressionally Mandated Reports collection. Also included in this release was initial functionality to support server-side transformed XML files ahead of major browsers' deprecation of XSLT 1.0 as well as foundational work for a new user interface for the internal GovInfo content management system and preservation repository. There were also security patches and component upgrades, design improvements, collection and system enhancements, bug fixes, and more.

New Content and Features

Over 55,000 content packages (roughly equivalent to one bound printed document) were made available from April 1 to June 30.

Annual Reports Collection Derived

GPO is excited to share the availability of the new derived collection of Annual Reports, which are reports produced by Federal agencies and other entities of the U.S. Government to document performance, financial, and program activities of the preceding year. To enable easy navigation and searchability of Annual Reports within GovInfo, this compilation of related publications was built from packages across several collections and can be browsed or searched.

Prototype XHTML Rendition in Bills Collection for Browser XSLT Deprecation

Major browsers have announced plans to deprecate in-browser support for XSLT 1.0. As a result, prior to November 2026, the earliest known deprecation date for this in-browser functionality, the GovInfo team will provide access to a new server-side transformed XHTML rendition for impacted collections. The new XHTML rendition will be made available in addition to the existing unformatted XML rendition. Essentially, GovInfo will perform the same transformation a browser would perform, but the transformation will be done on a GovInfo server before the file is rendered in a browser. During this release, the team deployed a prototype XHTML rendition in the Congressional Bills collection. The XHTML is currently available on the Congressional Bills collection Content Details pages and through the GovInfo API, and it will be added to search results and browse in an upcoming release. America’s 250th Anniversary

On July 4, 2026, the United States celebrated its 250th anniversary. This milestone marked two and a half centuries since the signing of the Declaration of Independence. It offered Americans an opportunity to reflect on the nation’s history, its progress, and the values that shaped its founding. To recognize this historic occasion, the GovInfo team added a special “America 250” banner to the GovInfo homepage and published a commemorative feature article. The article highlighted the semiquincentennial and directed users to related collections, historical documents, and resources available on GovInfo and from other Federal websites. The article supported public engagement with primary source materials that tell the story of the nation’s early years and its ongoing democratic institutions.

Content Details Page Migration

Content Details page updates for this release to support server-side rendering included the Government Manual, Congressional Hearings, Congressional Committee Prints, Congressional Reports, Congressional Directory, Public and Private Laws, Compilation of Presidential Documents and Weekly Compilation of Presidential Documents collections. As part of this modernization, the share links on the Content Details pages are also being updated.

Additional Release Enhancements

  • Added the related documents relationship of Compilation of Presidential Documents to Congressional Bills and Public and Private Laws in the API.
  • Improved the layout of Congressional Record browse and document in context pages when multiple issues are published on the same date.
  • Deployed updated USLM transformation code and a new version of uslm.css.
  • Incorporated additional metadata in digitized historical Statutes at Large packages.
  • Updated how an Event Date is displayed on the Content Detail pages for the Weekly Compilation of Presidential Documents collection.
  • Continued developing a new user interface for the internal content management system.
  • Made improvements to the note metadata field in the Congressionally Mandated Reports collection.
  • Adjusted the file size and download display for the Statutes at Large collection.
  • Updated colors on the Embeddable Search Widget for maximum accessibility.
  • Upgraded a backend framework used for managing applications.
  • Updated the Congressional Bills collection parser for better handling of titles that contain quotes.
  • Enhanced the Congressional Committee Prints collection bibliographic citation generator to incorporate proper APA and MLA citation formatting.
  • Fixed a Document in Context display issue with the Congressional Committee Prints collection.
  • Updated the Statutes at Large collection to address a bug with the display of the USLM rendition button.
  • Improved functionality within the internal content management system to notify users and require approvals when specific collection packages are to be replaced.
  • Updated the Compilation of Presidential Documents collection parser for better handling of public law references.
