For new editions of the Congressional Record Index, citations in the text file for bills and pages in the Congressional Record will be hyperlinked to the corresponding document in govinfo. The daily updates to the Congressional Record Index will include these links going forward and some previous editions will be updated to include links as well. Bill citations will link to the most recent version.
The 2017 and 2018 editions have already been updated.

This functionality is enabled using the govinfo link service. Available for 13 collections, the link service enables users and developers to develop query- and parameter-based links to govinfo content and metadata.
For example, construct a link to the PDF of the most recent version of a bill using this pattern: www.govinfo.gov/link-docs/bills/{congress}/{billtype}/{billnum}?billversion=mostrecent&link-type=pdf
