Negroponte; Deputy Chief of Mission James Franklin Jeffrey, U.S. Embassy Baghdad, Iraq; Gen. George W. Casey, Jr. USA, commanding general, Multi-National Force--Iraq; President Chandrika Bandaranaike Kumaratunga of Sri Lanka; and Prime Minister Manmohan Singh of India.
