Abstract: This report describes the activities of DoD personnel, both military and civilian, in Shots WHEELER to MORGAN, the final eight nuclear tests in the PLUMBBOB atmospheric weapons testing series. The tests were conducted between 6 September 1957 and 7 October 1957 and involved participants from Exercise Desert Rock VII and VIII, AFSWP, AFSWC, and various AEC test groups. This volume also describes the radiological safety criteria and procedures in effect at Shots WHEELER to MORGAN.
