Rubio; Shou Zi Chew, chief executive officer, TikTok; former District of Columbia Metropolitan Police Department Ofc. Terence D. Sutton, Jr., and former Lt. Andrew Zabavsky, who were convicted in connection with the death of Karon Hylton-Brown following an unauthorized police pursuit and resulting collision on October 23, 2020; President Vladimir Vladimirovich Putin of Russia; President Volodymyr Zelenskyy of Ukraine; and former Vice President Richard B.
