- To amend the Congressional Budget Act of 1974 to require a three-fifths majority vote in the House of Representatives or Senate to waive the point of order against considering spending or revenue legislation for a fiscal year before a concurrent resolution on the budget is in place for that fiscal year, and for other purposes.
