If not managed effectively, this projected growth could affect safety and cause aviation gridlock. The limited window of opportunity to address this situation has prompted the Federal Aviation Administration (FAA) to undertake efforts to improve its performance and Congress to provide the agency with greater flexibility in procurement and personnel matters. Continuing dissatisfaction with FAA's efforts, however, has led to proposals to overhaul the agency's organizational structure.
