Environmental Protection: EPA's Problems with Collection and Management of Scientific Data and Its Efforts to Address Them
The federal government's efforts to protect human health and the
environment in an affordable way depend on understanding the risks posed
by various pollutants, the manner in which they affect people and the
environment, and the costs and the benefits of alternative strategies to
prevent pollution or mitigate its effects. Sound scientific information
is essential in this regard. This testimony discusses (1) the
Environmental Protection Agency's (EPA) problems in gathering and
managing environmental data needed to do risk assessments, develop
defensible pollution limits, and develop other regulations and (2) the
status of EPA's responses to recommendations made by GAO and other
organizations concerning the agency's scientific peer review process.
