DOE hopes that this approach will lower cleanup costs, accelerate cleanups, and strengthen DOE management control over contractors. GAO testified that the environmental restoration management contractor concept, with its ambitious goals and use of an invoice approach, offers the promise of better DOE oversight of cleanup contractors. Several constraints, however, may make it difficult to realize the concept's goals. GAO continues to believe that a thorough and careful evaluation should be a major component of the pilot tests.
