GAO found the executive branch has worked to promulgate the regulations required to implement the Act's requirements. At this point, however, some of the regulations required by the Act will not be issued in final form by September 8, 1995, the date set for full compliance with the Act. GAO is concerned about the lack of a well-defined architecture for an electronic Federal Acquisition Computer Network.
