<abstract>This testimony presents preliminary results of GAO&apos;s ongoing reviews of
the implementation of key aspects of the Federal Acquisition
Streamlining Act of 1994. GAO found the executive branch has worked to
promulgate the regulations required to implement the Act&apos;s requirements.
At this point, however, some of the regulations required by the Act will
not be issued in final form by September 8, 1995, the date set for full
compliance with the Act. GAO is concerned about the lack of a
well-defined architecture for an electronic Federal Acquisition Computer
Network. The government is expanding the use of government purchase
cards and encouraging their use in connection with micro-purchases.</abstract>
