To get the most from this investment, administrators need to know how well their programs are working to help participants transition into the workforce. However, GAO testified that agencies lack the information they need to adequately track who is served or determine program results. Most agencies do not collect information on participant outcomes nor do they conduct studies of program effectiveness or impact.
