Congress passed an emergency supplemental and rescission bill on February 11, 1994, that approves most of the rescissions proposed by the President in his second special impoundment message. The bill also approved most of the rescissions proposed by the President in his fourth special impoundment message. The President signed the bill into law on February 12.
