The National Performance Review (NPR), done under the direction of the Vice President, seeks ways to make the government work better and cost less. The NPR recommendations are grouped into four areas: cutting red tape, putting customers first, empowering employees to get results, and cutting back to basics. The NPR report contains 384 recommendations covering 27 federal agencies and 14 government systems, such as procurement and budgeting. The NPR report emphasizes many of the basic themes that GAO has been stressing for years, including the need to strengthen agency management and to focus management and accountability on the results of programs.
