<abstract>Pursuant to a congressional request, GAO provided information on the
composition and cost of the Department of Defense&apos;s (DOD) civilian
workforce.&lt;p/&gt;GAO found that: (1) in 1994, DOD acquisition organizations had a
combined workforce of 398,000 civilian employees and 66,000 military
personnel; (2) the DOD civilian acquisition workforce increased with the
defense buildup of the early 1980s and decreased with DOD reductions in
the mid-1980s; (3) although the civilian workforce in 1994 was 12
percent lower than in 1980, defense wide contracts increased by about
$10 billion in that same period; (4) even with the decline in the
defense procurement budget and the civilian workforce, the number of
acquisition organizations remains constant; and (5) DOD believes that
the civilian acquisition workforce will increase once the defense
procurement budget is expanded.</abstract>
