The Ready Reserve Force--a government-owned, inactive fleet of former commercial ships of various types--is the government's largest source of strategic sealift capability. During the Persian Gulf War, 75 percent of the Ready Reserve Force ships could not be made ready by their specified deadlines, mainly because of the ships' poor conditions and because of crewing problems.
