WIA sought to significantly change our country's workforce development system by streamlining the delivery of employment and training services, enabling job seekers to make informed choices among training providers and course offerings, and enhancing the private-sector role in the workforce system. State and local implementers have faced challenges during the early stages of WIA implementation because of the significant changes to the workforce system WIA introduced.
