GAO identified weaknesses in AID's management of its human capital. AID has, however, made efforts to improve this area, which include hiring additional foreign service employees, establishing a recruitment program, and improving employee training. AID needs to sustain its focus on these areas if it is to succeed in reforming its personnel system.
