The U.S. Total Army Personnel Command (PERSCOM) entered into an agreement with the General Services Administration's (GSA) Federal Systems Integration and Management Center (FEDSIM) to implement a declassification information management system pursuant to GSA's multiyear contract authority in 40 U.S.C.<p/>sect. 757. Although the agreement envisioned a three-phase project, PERSCOM obligated fiscal year 1997 funds to cover only the first phase.
