In the letter, the President referred to Richard Butler, Executive Chairman, United Nations Special Commission (UNSCOM); Hans Blix, Director General, International Atomic Energy Agency; and Deputy Prime Minister Tariq Aziz of Iraq. This letter was released by the Office of the Press Secretary on December 1.
