On August 6, 2018, the Board published a notice in the Federal Register (83 FR 38303) requesting public comment for 60 days on the implementation of the FR 2590. The comment period for this notice expired on October 5, 2018. The Board received two comment letters in response to the proposal to implement FR 2590.
