This document seeks comment on proposed rule changes in four areas: Improving alerting organization at the state and local levels; building effective community-based public safety exercises; ensuring that alerting mechanisms are able to leverage advancements in technology, including IP-based technologies; and securing the EAS against accidental misuse and malicious intrusion. By this action, the Commission affords interested parties an opportunity to submit comments on these proposed rule changes.
