This rule is effective April 16, 2014 without further action, unless significant adverse comment is received by March 17, 2014. If significant adverse comment is received, HHS will publish a withdrawal of the rule in the Federal Register within 30 days after the close of the comment period. If no significant adverse comment is received, HHS will publish a notice in the Federal Register confirming the effective date of the Direct Final Rule.
