With this notice, DOE also announces a public meeting to receive comments on this proposal and the issues presented herein.

DOE will accept comments, data, and information regarding the NOPR until March 9, 2009. See section IV, "Public Participation," of this proposed rule for details. DOE will hold a public meeting in Washington, DC, beginning on Thursday, January 29, 2009, from 9 a.m. to 5 p.m., and continuing the following day if necessary. DOE must receive requests to speak at this public meeting no later than 4 p.m., Thursday, January 15, 2009. DOE must receive a signed original and an electronic copy of statements to be given at the public meeting no later than 4 p.m., Thursday, January 22, 2009.
