We have preliminarily determined that sales have been made below normal value ("NV") by one exporter participating in the review. We have also preliminarily rescinded the review for five exporters that did not have any exports during the period of review ("POR") or whose request for review was timely withdrawn. We have also preliminarily determined that two companies have not demonstrated that they are entitled to separate rates and have assigned them the rate for the PRC-wide entity. If these preliminary results are adopted in the final results of these reviews, we will instruct U.S. Customs and Border Protection ("CBP") to assess antidumping duties on all appropriate entries. Interested parties are invited to comment on these preliminary results.
