This final rule is effective on January 8, 2007. The incorporation by reference of certain publications listed in this rule is approved by the Director of the Federal Register as of January 8, 2007. For judicial review purposes, this final rule is promulgated as of 1 p.m. Eastern time on November 22, 2006, as provided in 40 Code of Federal Regulations (CFR) 23.7. The compliance date, unless otherwise noted, for the rule requirements is December 1, 2009.
