Today's action will be effective on February 6, 2006, without further notice unless we receive adverse comment by January 9, 2006, or a request for a public hearing by December 23, 2005. If we receive adverse comment on one or more distinct amendments, paragraphs, or sections of this rulemaking, we will publish a timely withdrawal in the Federal Register indicating which provisions are being withdrawn due to adverse comment.
