These HAP have been shown to have a variety of carcinogenic and noncancer adverse health effects. The EPA estimates that the final standards will result in the reduction of HAP emissions from major sources with OLD operations by 60 percent. This rule is effective February 3, 2004. The incorporation by reference of certain publications listed in today's final rule is approved by the Director of the Federal Register as of February 3, 2004.
