Effective date. This interim rule is effective from July 1, 2003 until November 25, 2003, with the exception of amendatory instructions 2, 5, 6, 8, 9, 10, 12, 14, 15, 16, 18, and 19 which are effective July 1, 2003. The Coast Guard intends to finalize these amendments by November 25, 2003. On July 31, 2003, the Director of the Federal Register approved the incorporation by reference of certain publications listed in this rule.
