This action proposes national emission standards for hazardous air pollutants (NESHAP) for the lime manufacturing source category. The lime manufacturing emission units regulated would include lime kilns, lime coolers, and various types of materials processing operations (MPO). The EPA has identified the lime manufacturing industry as a major source of hazardous air pollutant (HAP) emissions including, but not limited to, hydrogen chloride (HCl), antimony, arsenic, beryllium, cadmium, chromium, lead, manganese, mercury, nickel, and selenium. Exposure to these substances has been demonstrated to cause adverse health effects such as cancer; irritation of the lung, skin, and mucus membranes; effects on the central nervous system; and kidney damage. The proposed standards would require all major sources subject to the rule to meet HAP emission standards reflecting the application of maximum achievable control technology (MACT). Implementation of the standards as proposed would reduce non-volatile metal HAP emissions from the lime manufacturing industry source category by approximately 21 megagrams per year (Mg/yr) (23 tons per year (tons/yr)) and would reduce emissions of particulate matter (PM) by 14,000 Mg/yr (16,000 tons/yr).
