We estimate that 40 percent of stationary RICE will be located at major sources and thus subject to the proposed rule. As a result, the environmental, energy, and economic impacts presented in this preamble reflect these estimates. We estimate that the proposed rule would reduce nationwide HAP emissions from major stationary RICE by approximately 5,000 tons/year in the 5th year after the standards are implemented.
