This final rule is effective on November 22, 2002. The incorporation by reference of the publications listed in today's rule is approved by the Director of the Federal Register as of November 22, 2002. For judicial review purposes, this final rule is promulgated as of 1 p.m. (Eastern time) on November 6, 2002 as provided at 40 CFR 23.2 and 23.7.
