This rule implements section 112(d) of the Clean Air Act Amendments of 1990 (CAA) and is based on the Administrator's determination that the Amino/ Phenolic Resins Production source category emits HAPs identified on the list of HAPs in CAA section 112(b). The emissions reductions achieved by these standards, when combined with the emissions reductions achieved by other similar standards, will provide protection to the public and achieve a primary goal of the CAA.
