The Commission is revising its Rules of Practice to incorporate statutory requirements of the Small Business Regulatory Enforcement Fairness Act concerning congressional review of certain agency rules and publication of small entity guides for certain rules. The revised rules also reflect statutory amendments to the Equal Access to Justice Act as well as technical and interpretive nonsubstantive changes to the rules governing claims under the Act.

Final rule.
The Commission is revising its Rules of Practice to incorporate statutory requirements of the Small Business Regulatory Enforcement Fairness Act concerning congressional review of certain agency rules and publication of small entity guides for certain rules. The revised rules also reflect statutory amendments to the Equal Access to Justice Act as well as technical and interpretive nonsubstantive changes to the rules governing claims under the Act.
These amendments are effective July 6, 1998.
