    <abstract>In a Notice of Proposed Rulemaking (NPRM) published on May 1, 1997, the Coast Guard proposed national regulations for responsible persons and their vessel(s) engaged on international and domestic voyages, to develop safety management systems to enhance vessel operating safety at sea, prevent human injury or loss of life, and avoid damage to the environment, in particular to the marine environment, and to property. Section 602 of the Coast Guard Authorization Act of 1996 (Pub. L. 104-324) requires this action. This final rule completes those standards which will allow U.S. vessels that are certificated to engage on international voyages to meet the mandatory certification requirements, or voluntarily meet these safety standards for domestic voyages. It also provides standards to permit recognized organizations to apply for authorization from the U.S. to complete external audits and issue international convention certificates for U.S. vessels on behalf of the U.S.</abstract>
