Hydrochloric acid regeneration plants have been identified as significant emitters of HCl and chlorine (CL<INF>2</INF>), the latter of which is also identified in the Act as a HAP. Acute exposure to high levels of CL<INF>2</INF> in humans results in chest pain, vomiting, toxic pneumonitis, pulmonary edema, and death. At lower levels CL<INF>2</INF> is a potent irritant to the eyes, the upper respiratory tract, and lungs. This rulemaking will affect steel pickling lines that use HCl as the primary acid, acid regeneration plants, and acid storage tanks. The purpose of the proposed rule is to reduce emissions of HCl by about 8,360 megagrams per year (Mg/yr) and CL<INF>2</INF> by about 19 Mg/yr.
