EPA is proposing conditional interim approval of the State Implementation Plan (SIP) revision submitted by the Commonwealth of Virginia for the Northern Virginia portion of the Metropolitan Washington, DC serious ozone nonattainment area to meet the 15 percent rate-of-progress (ROP) requirements (also known as the 15% plan) of the Clean Air Act. EPA is proposing a conditional interim approval, because the 15% plan, submitted by the Commonwealth of Virginia, will result in significant emission reductions from the 1990 baseline emissions of volatile organic compounds (VOCs) which contribute to the formation of ground level ozone and, thus, will improve air quality. However, the plan as submitted requires additional documentation to demonstrate affirmatively that the 15% emission reduction target has been achieved. This action is being taken under section 110 of the Clean Air Act.
