    <abstract>The Coast Guard issues regulations that will require the owners, masters, or operators of tank vessels of 5,000 gross tons (GT) or more that do not have double hulls and that carry oil in bulk as cargo to comply with certain operational measures. This final rule contains requirements for bridge resource management and vessel specific policy and procedures, enhanced survey programs, maneuvering performance capability tests, and other measures aimed at reducing the likelihood of an oil discharge from these vessels. Additionally, the Coast Guard is amending requirements for the carriage of onboard emergency lightering equipment and has addressed animal fat, vegetable oil, and other non-petroleum oil in separate sections as required by the Edible Oil Regulatory Reform Act. These requirements will be effective until all existing vessels without double hulls are phased out in 2015.</abstract>
