    <abstract>The Coast Guard is amending the regulations to require Federal pilots for foreign trade vessels: Navigating certain offshore marine oil terminals located within the U.S. navigable waters of the States of California and Hawaii; making intra-port transits within certain designated waters in the States of New York and New Jersey; and transiting certain designated waters of the State of Massachusetts. This action is necessary to ensure that vessels are navigated by competent, qualified individuals, who are knowledgeable of the local area. The Coast Guard believes this requirement will promote navigational safety, increase the level of accountability, and reduce the risk of an accident and the discharge of oil or other hazardous substances into these waters.</abstract>
