<enactingFormula style="-uslm-lc:I658120"><i>  Be it enacted by the Senate and House of Representa­tives of the United States of America in Congress assembled,</i></enactingFormula><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x79bdc031-e80e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">COVID–19 Origin Act of 2023.</p><p class="leftAlign firstIndent0 fontsize8" id="x79bdc032-e80e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t50/s3161">50 USC 3161 note</ref>.</p></sidenote>
<section id="d21714e92" identifier="/us/pl/118/2/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">COVID–19 Origin Act of 2023</shortTitle>”.</content></section>
<section id="d21714e102" identifier="/us/pl/118/2/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>SENSE OF CONGRESS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x79be0e53-e80e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  It is the sense of Congress that—</chapeau><paragraph class="fontsize10" id="y79be0e54-e80e-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/2/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>identifying the origin of Coronavirus Disease 2019 (COVID–19) is critical for preventing a similar pandemic from occurring in the future;</content></paragraph>
<paragraph class="fontsize10" id="y79be0e55-e80e-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/2/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>there is reason to believe the COVID–19 pandemic may have originated at the Wuhan Institute of Virology; and</content></paragraph>
<paragraph class="fontsize10" id="y79be0e56-e80e-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/2/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><chapeau>the Director of National Intelligence should declassify and make available to the public as much information as possible about the origin of COVID–19 so the United States and like-minded countries can—</chapeau><subparagraph class="fontsize10" id="y79be0e57-e80e-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/2/s2/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>identify the origin of COVID–19 as expeditiously as possible, and</content></subparagraph>
<subparagraph class="fontsize10" id="y79be0e58-e80e-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/2/s2/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>use that information to take all appropriate measures to prevent a similar pandemic from occurring again.</content></subparagraph>

</section>
<section id="d21714e134" identifier="/us/pl/118/2/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>DECLASSIFICATION OF INFORMATION RELATED TO THE ORIGIN OF COVID–19.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x79be8389-e80e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  <sidenote><p class="leftAlign firstIndent0 fontsize8" id="x79be838a-e80e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p></sidenote>Not later than 90 days after the date of the enactment of this Act, the Director of National Intelligence shall—</chapeau><paragraph class="fontsize10" id="y79be838b-e80e-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/2/s3/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>declassify any and all information relating to potential links between the Wuhan Institute of Virology and the origin of the Coronavirus Disease 2019 (COVID–19), including—</chapeau><subparagraph class="fontsize10" id="y79be838c-e80e-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/2/s3/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>activities performed by the Wuhan Institute of Virology with or on behalf of the People’s Liberation Army;</content></subparagraph>
<subparagraph class="fontsize10" id="y79be838d-e80e-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/2/s3/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>coronavirus research or other related activities performed at the Wuhan Institute of Virology prior to the outbreak of COVID–19; and</content></subparagraph>
<subparagraph class="fontsize10" id="y79be838e-e80e-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/2/s3/1/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><chapeau>researchers at the Wuhan Institute of Virology who fell ill in autumn 2019, including for any such researcher—</chapeau><clause class="fontsize10" id="y79be838f-e80e-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/2/s3/1/C/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>the researcher’s name;</content></clause>
<clause class="fontsize10" id="y79be8390-e80e-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/2/s3/1/C/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>the researcher’s symptoms;</content></clause>
<clause class="fontsize10" id="y79be8391-e80e-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/2/s3/1/C/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content>the date of the onset of the researcher’s symptoms;<page identifier="/us/stat/137/5">137 STAT. 5</page></content></clause>
<clause class="fontsize10" id="y79be8392-e80e-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/2/s3/1/C/iv" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iv">(iv) </num><content>the researcher’s role at the Wuhan Institute of Virology;</content></clause>
<clause class="fontsize10" id="y79be8393-e80e-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/2/s3/1/C/v" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="v">(v) </num><content>whether the researcher was involved with or exposed to coronavirus research at the Wuhan Institute of Virology;</content></clause>
<clause class="fontsize10" id="y79be8394-e80e-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/2/s3/1/C/vi" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="vi">(vi) </num><content>whether the researcher visited a hospital while they were ill; and</content></clause>
<clause class="fontsize10" id="y79be8395-e80e-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/2/s3/1/C/vii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="vii">(vii) </num><content>a description of any other actions taken by the researcher that may suggest they were experiencing a serious illness at the time; and</content></clause>
</subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y79be8396-e80e-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/2/s3/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x79be8397-e80e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Reports.</p></sidenote><chapeau>submit to Congress an unclassified report that contains—</chapeau><subparagraph class="fontsize10" id="y79be8398-e80e-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/2/s3/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>all of the information described under paragraph (1); and</content></subparagraph>
<subparagraph class="fontsize10" id="y79be8399-e80e-11f0-a1e4-69761a48a15a" identifier="/us/pl/118/2/s3/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>only such redactions as the Director determines necessary to protect sources and methods.</content></subparagraph>
