Memorandum for the Secretary of State

Subject: Delegation to the Secretary of State of the Responsibilities 
Vested in the President by Section 564 of the Foreign Relations 
Authorization Act, Fiscal Years 1994 and 1995 (Public Law 103-236), as 
Amended

    By the authority vested in me by the Constitution and laws of the 
United States of America, including section 301 of title 3 of the United 
States Code, I hereby delegate to you the functions vested in the 
President by section 564 of the Anti-Economic Discrimination Act of 1994 
(AEDA) (title V of the Foreign Relations Authorization Act, Fiscal Years 
1994 and 1995, Public Law 103-236, as amended).
    Any reference in this memorandum to section 564 of the AEDA shall be 
deemed to

include references to any hereafter-enacted provision of law that is the 
same or substantially the same as such section.
    The functions delegated by this memorandum may be redelegated as 
appropriate.
    You are authorized and directed to publish this memorandum in the 
Federal Register.
