Nomination of Leslie Samuels To Be an Assistant Secretary of the 
Treasury

 February 19, 1993


    President Clinton announced today that he intends to nominate Leslie 
Samuels, a highly respected tax attorney, as Assistant Secretary for Tax 
Policy at the Department of Treasury.
    ``As I take the case for my economic plan to the people of this 
country,'' said the President, ``I am very pleased to know that someone 
of Leslie Samuels' caliber will be watching over tax policy at Treasury. 
He will do an excellent job at keeping my commitment to a tax system 
that is fair to all Americans.''
    Samuels, who is a certified public accountant as well as an 
attorney, has been a partner in the law firm of Cleary, Gotlieb, Steen, 
and Hamilton since 1975, and has been with the firm since 1968. He is a 
graduate of the Wharton School of Finance and Commerce at the University 
of Pennsylvania and of Harvard Law School, where he was editor of the 
``Law Review.'' He has co-authored a number of articles on tax issues in 
such publications as ``Tax Law Review'' and ``Tax Lawyer.''
    A native of St. Louis, MO, Samuels lives in New York City with his 
wife, Dr. Augusta Gross. They have two grown children, Colin and Polly.
