Barack Obama 2015-07-01 2 Message to the Congress on Designation of Emergency Funding Under the Balanced Budget and Emergency Deficit Control Act of 1985, as Amended September 30, 2015 To the Congress of the United States: In accordance with section 135 of the Continuing Appropriations Act, 2016, also titled the TSA Office of Inspection Accountability Act of 2015 (the "Act"), I hereby designate as an emergency requirement all funding so designated by the Congress in the Act pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended, for the following account: "Department of Agriculture--Forest Service--Wildland Fire Management."
