        Pursuant to section 208(b) of the Andean Trade Preference Act, as amended (ATPA) (19 U.S.C. 3206(b)), I am pleased to transmit the attached report. The report sets out my determinations based on a review of the performance of Bolivia
        
         and Ecuador
        
         with respect to the ATPA's eligibility criteria and a summary of the developments and concerns that exist in four key areas reflecting the criteria set forth in the ATPA.
