Message to the Congress Transmitting a Report on Treasury Department 
Plans Concerning Emergency Economic Stabilization

To the Congress of the United States:
    Consistent with section 115(a)(3) of the Emergency Economic 
Stabilization Act of 2008 (Public Law 110-343) (the ``Act''), I hereby 
transmit a report detailing the plan of the Secretary of the Treasury to 
exercise the authority under the Act.
