    Consistent with section 10(b)(1) of the Department of State 
Authorities Act of 2006 (Public Law 109-472), I am pleased to transmit 
the enclosed report on proliferation detection and interdiction 
activities. This report, prepared by the Department of State, includes 
information on efforts to provide proliferation detection and 
interdiction assistance to friendly foreign countries.
