Letter to Congressional Leaders Transmitting a Report on Somalia

    Consistent with section 1226 of the John Warner National Defense 
Authorization Act for Fiscal Year 2007 (Public Law 109-364) and in order 
to keep the Congress fully informed, I am providing a report prepared by 
my Administration on Somalia. This report on our comprehensive regional 
strategy toward Somalia includes information about our strategy in the 
Horn of Africa and the efforts we are undertaking to eliminate the 
terrorist threat and promote stability in Somalia.
