Appropriations Requests for the Judicial Branch

Dear Mr. Speaker:
    As a matter of comity, I am transmitting to the Congress the 
enclosed requests from the Judicial Branch for FY 2004.
    The details of these requests are set forth in the enclosed letter 
from the Director of the Office of Management and Budget.
