Message to the Congress Transmitting a Report on Administration of the 
Coastal Zone Management Act
June 12, 2003

To the Congress of the United States:
    I am pleased to transmit the Biennial Report to Congress on the 
Administration of the Coastal Zone Management Act by the Office of Ocean 
and Coastal Resource Management, National Ocean Service, National 
Oceanic and Atmospheric Administration for fiscal years 2000 and 2001. 
This report is submitted as required by section 316 of the Coastal Zone 
Management Act of 1972, as amended (16 U.S.C. 1451, et seq.).
    The report provides an overview of the Coastal Zone Management Act 
and describes progress in addressing the major goals of the Act; 
partnerships to enhance coastal and ocean management; and research, 
education, and technical assistance.
